An Intel Core 2 Duo Q6867 CPU is required at a minimum to run The Collector's Legends. However, the developers recommend a CPU greater or equal to an Intel Core i5 750S to play the game. Provided that you have at least an ATI FireGL V7350 graphics card you can play the game. Furthermore, an AMD Radeon R5 M230 is recommended in order to run The Collector's Legends with the highest settings.
