You will need at least 10 GB of free disk space to install Stellaris. The cheapest graphics card you can play it on is an NVIDIA GeForce GTX 460. Furthermore, an NVIDIA GeForce GTX 560 Ti is recommended in order to run Stellaris with the highest settings.
