Shoot & Neon system requirements state that you will need at least 4 GB of RAM. Additionally, the game developers recommend somewhere around 8 GB of RAM in your system. The cheapest graphics card you can play it on is a modern graphics card. An Intel Core i5-12400T CPU is required at a minimum to run Shoot & Neon. However, the developers recommend a CPU greater or equal to an Intel Core i5-1300F to play the game. You will need at least 500 MB of free disk space to install Shoot & Neon.
