The cheapest graphics card you can play it on is an NVIDIA GeForce GTX 1070. But, according to the developers the recommended graphics card is an NVIDIA GeForce RTX 2070. To play Inner Light you will need a minimum CPU equivalent to an Intel Core i3-6100. You will need at least 3 GB of free disk space to install Inner Light.
